Felicia Carnell
Senior Manager
Information Technology Notarize

Felicia was raised in the town of Broadway, North Carolina where she was raised by her Army Veteran father. Graduating a semester early from Western Harnett High School, she was inspired by her father’s service to join the US Air Force. Originally, she had her eyes set on a Criminal Justice career after being accepted to the UNC-Pembroke Honors College, but leaving her small town and serving her country was a bit more enticing! From there, she enlisted as a Network Infrastructure Technician where she rose through the ranks as one of the only women in her career field at Charleston AFB, acquiring an Associates Degree in Electronic Systems Technology. During her service, she had the opportunity to volunteer as a Guardian ad Litem for Charleston County, aiding in family court cases as a personal passion and potential career goal when approaching the end of her USAF contract.

Once her USAF time was complete, she moved to the private sector to continue her IT career as a Network Administrator at Roper St. Francis Healthcare where she completed her Bachelor’s in Management. From there, she was offered an opportunity to move into the Cyber Security profession in government contracting that led to a transition into the government civilian sector at NIWC as a Deputy Director in the newly formed Cyber Operations Center for the Defense Health Agency where she completed her MBA in IT Management. The newly formed CyOC also received the FedHealthIT Innovation Award for its work on the cybersecurity front for military healthcare. She currently holds a position at Notarize, a remote online notarization platform, leading their IT department which brings her to today with a passion for all things technology and security.

Felicia is married to HJ, who is currently serving on active duty in the USAF. They enjoy boating, off-roading, and binge watching all the TV shows. They previously served as a fire/medical duo for Berkeley County Volunteer fire service where HJ was a Captain and Felicia served as an Emergency Medical Responder. They have two dogs, Cami the Corgi and Dutton the Golden Retriever - along with a bearded dragon, Tito.
